However, if programmers add a “randomly kill 1% of pedestrians” into the self driving car code, then the risk increases to walkers. the murder car design will then deter pedestrians from crossing the street, and self driving cars will work.

I watched this on Van Ness in SF when driving to work at Uber right after it swallowed CMUs robotics folks. I thought: “unless I keep creeping there is no way I get through this intersection. How are they teaching a car to nearly run people down? And which people?”
