    New normal. War without end. "Below the level of armed conflict" is another way of saying below a threshold that draws scrutiny or requires political accountability.

    ISIS is now making a comeback. The frequency of the group’s attacks is up, and so, apparently, are its numbers. So the White House has reversed course on a planned troop withdrawal and will keep the troops on the ground in Syria indefinitely.
