The problem is no one agrees on what was agreed in December. The wording was deliberately vague to allow everyone to assume what they needed to move to the next phase without addressing the real issue. But it can’t be delayed much longer.
You have the choice to leave the EU (ie respecting the result of the referendum), and to stay in the internal market (like Norway). @MichelBarnier
