Would you be able to perform a brain surgery without a degree?
Me personally, no, but the degree is just a piece of paper (or data) that certifies that you have passed certain tests and signed the proper assurances. It contributes nothing to your _ability_ to perform brain surgery, though it is often required to have one to be _allowed_ to.

I agree with that, I just thought that some places would enforce legislation on it, the same as if you want to build a bridge without being a civil engineer, and I wondered how that works.
