ICU collations will make text ordering in PG 10 very flexible. Great for things like alphanumeric invoice numbers: postgr.es/m/CAH2-Wz=bcgm

I like being able to use "en" without "IE", "GB", "NZ", "AU" which always struck me as unnecessary. I see that "en-US" is different though.

Agreed. That's an artifact of locale. We can still support creating such collations yourself with ICU. It's pointless but harmless.
