Also, you could store the explain texts externally too, so they'd always be available (use auto_explain hooks). Simplify things.

Hrm - that's an interesting approach and simplifies dealing with an intermediate plan representation - good thought!

It will allow you to dump 1/4 of the code...the worst parts. Plans will always be there, guaranteed - no cron jobs needed.
