That may be. I assumed it was a combo of drug addiction and disaffection, which could also be addressed w/ social programs

yeah, if you want to reduce theft due to addiction, legalize all drugs, and provide them for free, with free housing and rehab

I’m with you on the drug front. re: insurance, building popular support for harm reduction seems more straightforward.
