In Rust, why is the rule that a cargo package can contain at most one library crate, but any number of binary crates? Also, when we talk about a library crate, does that compile to a static library (.lib/.a) or a dynamic one (.dll/.so)? Or either/both?

Ahh, neat. So plain "library" crates aren't really meant to be used outside the Rust ecosystem, and it sounds like it has its own library format (rlib) it may use for that, but you can tell it to make you a standard static/dynamic lib if you want.
