It's so hard to reason about the consequences of design decisions in STS because this tussle is over not just choices but definitions: what problems does this problem actually solve? In what context?

My intention is to build some software, and it will be general purpose enough that there's a great deal I can't know about how it will be used, and to what ends. I'm haunted by the suggestion that all technological development ultimately serves existing power.
