I'm pretty sure it means to cut around something laterally, but generally on its own and unqualified I think most people would assume removal of the foreskin from the winky.

I can see why there'd be an argument against child ritual circumcision, but if people want to do it for their own health and hygiene reasons as grownups what's the problem? I've not come across the intactivist community yet so don't know the full extent of their beef.

We don’t argue against a grown up having the choice. Thats exactly what we are argueing FOR. In the US ~80% of men were circumcised at birth for no medical readon other than cultural aethestics. Thats what we’re fighting against.
