As an intact man, I absolutely concur the foreskin and frenulum are indeed the most sensitive parts, and it's so unfair circumcised men cannot ever experience this intense stimulation. No male should ever be deprived of his natural birthright to intact genitals!
It does blow my mind that this hasn't been more of a talked-about issue when we talk about bodily autonomy in the U.S. Further, I didn't know until yesterday the differing national attitudes in the U.S. versus Europe. There's so, so much to unpack.
It's not sensitivity in the way that you're thinking. It's not intensity of feeling, so much as delicacy of feeling. The foreskin is full of fine-touch nerve-endings, which makes stimulation require less pressure and effort. Not having foreskin actually worsens things.
