They stopped because it was not necessary to get them to breathe. But there's obviously a difference between spanking and cutting off a normal/healthy part of a baby's penis.

I would try getting some information from associations outside the U.S. The u.s medical system makes ~100,000 off each foreskin. Of course they promote it.
