You said upzoning would raise values, but that's not the full picture. It would raise values for the property upzoned - as opposed to its neighbors - and only if enacted at small scale, as tends to be the case now. En masse, it would help dampen housing price appreciation.

How effective would the new law be in facilitating development? That's a hard causal question to tackle in retrospect, let alone ahead of time.

How much housing needs to be built to dampen housing price appreciation to a certain level is also a hard question. The only study I know that relates to it is the LAO study from a couple years ago, but it's very rough.

I would rather see local jurisdictions' ability to stand in the way of development curbed more generally and w/out creating a disincentive to stand in the way of transit, too, but I'll take SB827 over inaction.

I would like to see more small scale dispersed infill projects approved - but every situation is unique to the locality.

We've had 50 yrs to watch what local control produces, and it's failed on a grand scale. The regional scale is the right one for high-level land use decisions. The details - within a constrained scope - should remain local.

This follows the neo-con / Al Queada approach. Describe the enemy or the situation as so bad ,"failed on a grand scale" as you put it, that your preferred extreme solution is the only way out. It's a manipulation to frame the issue.
