What does "paint out of order" mean? I thought WebRender painted everything at once every frame, meaning that there is no order?

Z-order. WebRender can paint back to front or front to back, whichever is best for the situation. This can be tuned.

https://hacks.mozilla.org/2017/10/the-whole-web-at-maximum-fps-how-webrender-gets-rid-of-jank/ … TL;DR : opaque layers are rendered front to back, taking advantage of the Z-buffer, transparent layers are painted back to front, to make sure the transparency is done right :)
