Yeah, if it were then I think every single call to CreateWindowEx() would be UB.

taken at face value, nearly anything that happens in C is UB, and a compiler could do all sorts of crazy stuff; there are limits though, as a compiler would be pretty useless if nothing built with it works (no matter how quickly the output program runs).
