Is there any major language that has worse string APIs than C? Even PHP’s are better.

I absolutely agree. This is what I end up with in projects that have to work a lot with strings. Nginx does it, many others too!

Yes, this is what I call "explicitly sized memory blocks" (except specific order of ptr / length shouldn't be guaranteed in built-ins).

There are various targets and exchanging them might be not always 100% cheap. Anyway, I'm happy with mem* built-ins, they suit this.
