Is there any major language that has worse string APIs than C? Even PHP’s are better.

That's what ICU is for. C is low-level, and I'd prefer it not to have any string built-ins at all, as definition of string is way too broad.

The only thing C built-ins should be concerned about is raw, explicitly sized, memory blocks - everything else up to encoding library.
