Is there a language that always had collections in the stdlib (i.e. not C++) and has a problem with people reimplementing them incompatibly?

Yes; see for instance the OmniFoundation libraries (I’m way out of date in Cocoa though)
-
I don’t see any duplication between https://github.com/omnigroup/OmniGroup/tree/master/Frameworks/OmniFoundation/DataStructures.subproj … and the stdlib data structures.

very rarely. Quite the contrary. We simply ended up with poor APIs (breaking ISP & DIP) due to lack of proper types/traits.

Like what point would be in writing one's own structures if all of Apple's APIs violate the DIP by expecting Array/Set/Dict?
