With 16.6% of lines being HTML, I think this is likely every file in the repo including tests including WPT

Yeah, im guessing this is counting every file in tree, so including all mochitests, testing code, and WPT. The python, for example, is all build system & tooling.

Why Assembly??? Why not rewrite it in Rust?

I'm no programmer, but my understanding is that assembly is commonly used in media codecs to eek out every last bit of performance. For that purpose it's better than anything. The brand new Rust-based rav1e encoder has *lots* of assembly.
