The reason is that SVG was being pushed as an application language for mobile devices, independent of any other piece of the web but script. They needed sockets, so SVG got sockets. The W3C was so, so captured then.

Adobe wanted to compete with Flash, before they bought macromedia and shoved all kinds of junk in there. We now just sort of have accepted it, and in the process made svg a graphics format that only a browser can fully implement
