so, I may have underestimated how slow the pi is when setting a goal of my game running at 60fps on it

Turning on the experimental OpenGL drivers helped massively, I was unaware of the default state on it not having them

Once that was sorted, the big win was sprite batching, for context this is done in LÖVE which uses SDL2. 5-6x improvement once sprite batching was applied.
