It's poorly done! But it's old code, in an old language, and I wouldn't make any conclusions off of it. Most old codebases have some corner like this.

FWIW: For small one-off compilers (for uncommon/obscure ISA's), "ability to inline stuff" and "doesn't spill everything to memory at every sequence point" may still be advanced compiler features...

This is why ppl should be writing backends for proper compilers for such ISAs, not rolling their own compilers. Rolling your own compiler is something you do if you enjoy or want to improve on high level stuff, not for a new target.
