I feel that systemd (at least the service launching part), OS package managers, language package managers and build systems like make/ninja should really just be one thing

I think that Nix and Bazel are the closest we’ve got right now. Nix leans more to the “package manager for everything” with a bit of build tool thrown in. And Bazel is more a “build system for everything” with a bit of package manager thrown in.

Yup. NixOS brings in the systemd part.

Of course, but that's because people are unwilling to move to better overall tools unless there's an urgent need. This way autoconf will still be around for decades.

And also so many language communities suffer of a form of chauvinism/xenophobia/autarchy by which they want to implement their package manager in their own language. See PyPy, RubyGems, Maven, Cargo, etc...
