Today I learned a thing: the reason cargo is so fast compared to many other similar package managers is pretty much a single reason: Everyone uses Cargo, whereas there’s not the same level of consistency in other ecosystems.

Yep. I always thought that this was important but now I have even more reason to say so.

The sad thing is, Go could have just started by copying good existing packaging design (which is 99.9% what go modules does today), and change the 0.1% percent later on. u-root for example still uses GOPATH. And using existing good design for Go is true not only for modules.
