Implementations however are not. I remember happily reading system memory via the GPU in Galaxy S2 phones in the early days of FFOS

Interestingly enough they mostly are on PC GPUs, because D3D10/11 officially required (and verified as part of driver cert) bounds checking on all resource accesses. GLSL didn't but on PC usually got it anyway because the HW had to support D3D.
