      do you want to know when the actual refresh rate on the panel changes or when the framerate that you should be targeting changes? if you're a 30Hz game and the panel is bouncing between 60 and 120 because of some other app, does that matter?

      I think, in general, I would consider "what is the refresh rate" and "what is the target framerate to hit" two unrelated pieces of information which I would use for different purposes.

      what are you even using the refresh rate for? Super annoying case: what's the refresh rate to use when your window is half way dragged between a 120hz and a 50hz panel?

      If I wish to target a consistent framerate, then I want my consistent framerate to be no higher than the refresh rate or a nice multiple of the refresh rate. I might optimize things at init time (or at reinit time if refresh rate changes) in expectation of such limitations.

      What does a consistent frame rate even mean in 2019 where devices are increasingly variable refresh rate?

      FWIW macOS has an interesting “solution” to this: there is a way to get vsync callbacks for a specific screen, but it’s subtle and most apps end up with the “all displays” callback which is just a 60 FPS timer not synchronized to anything. In practice apps work anyway.
