Doesn't LLVM optimise by-value arguments larger than 64-bit by turning them into by-ref arguments anyway?

I've often wished that Rust had a "pass read-only by most efficient mechanism for type in question".

I agree and wish more languages had this too, although it is tricky more generally because of aliasing concerns (both in terms of correctness and performance).
