Wow. Bogus Windows API used by Notepad, etc does the right thing and interprets text as Unicode if it parses as Unicode.... except with "Unicode" meaning UTF-16 not UTF-8.

UTF-8 mojibake probably makes them comparable. But mostly in web contexts where content-type headers and meta tags are undefined or lost.
