I remember something similar from Linux plumbers conference. The minimum overhead is about 50 so some syscalls are fast tracked so they don't hit the generic syscall handler (getpid was the example used)
The number looks weird. On my i7 CPU M 620 @ 2.67GHz Linux, syscalls start at about 240ns (e.g., for getpid()). Also, what getpid does is a mode switch. Context switches are between threads and those are much more expensive.
