I strongly suspect someone could build a C-flavored borrow-checked language. Rust feels like C++ because of how APIs and abstractions are built and accumulate, not because of borrowck.

I don’t think so. The whole notion of memory safety without GC is built on abstraction. For example, you don’t have to write unsafe code for a linked list because we have generic linked lists in the stdlib. Remove abstraction and you have unsafe all over the place.

I think that would suggest that the phrase "over engineered" is misused. If less engineering makes the thing not the same thing anymore....
