It would be very hard to write a compliant TrueType hinter because the spec in no way matches reality. In particular FreeType and Microsoft have an enormous number of effectively undocumented hacks for the interaction of hinting and subpixel AA.

Furthermore, on Linux fonts are written to the FreeType autohinter, which is an enormous undocumented pile of hacks. Basically impossible to replicate. Fonts for Linux often don’t even contain TTF hints because they expect to be rasterized with FreeType’s autohinter.
