Most housing stock are from cooperatives and council housing originally the latter was funded by a special tax. They destroyed the market by capping rents and bought up plots of land that dropped in value with the newly introduced tax.
Sure, I mean, I think 5 to 8 story buildings are probably the sweet spot for addressing CA’s housing crisis. (See SB50.)

I think that euro-city ~4 story buildings throughout SF wouldn't make the city feel any different but would dramatically increase density anywhere outside of the financial district. Half the city are 2 story single family houses.

And you can go from Amsterdam to Paris in the same time it takes to go from West SF to Sunnyvale by Public Transport.
