SF has the most restrictions on type and price of housing in the United States, and also has the most unaffordable housing in the country. It is, by an objective measure, the most hostile city to the poor in the whole country.

One city is not data. Austria's building regulations are super strict and there is plenty of supply. In particular in Vienna. Very happy to answer questions :)

Most housing stock are from cooperatives and council housing originally the latter was funded by a special tax. They destroyed the market by capping rents and bought up plots of land that dropped in value with the newly introduced tax.

later (today) it's a more complex topic. I for instance bought a flat but the first three floors of my condo are from a cooperative with subsidies. There is a max household income associated with renting there, but you also have a purchase option if you stay for 10 years.

Yeah, my condo building has about 70 units and I think 6 or so are BMR. Also there’s a public garden in the front. I think it’s a nice balance given the realities of public subsidies right now.
