No, by building more housing for tech workers, they stop gentrifying neighborhoods. SF’s refusal to build anything has caused Oakland, for example, to gentrify. Note that the SFBA cities that are the most pro-development are also those with the most vulnerable populations.

e.g. the councils of Oakland, East Palo Alto, and Stockton came out in favor of SB50 while the councils of rich, exclusionary SF, Palo Alto, etc. are against it.
