I guess I don't understand what Knuth's algorithm even is if you don't have the line width already.

Well, that’s the problem with floats: floats mutate the line width as layout is being done. (Yes, really) :( Even without it, though, in order to find the *potential* break points you have to lay out the text and inline boxes.
