CSS has a lot of problems, but most complaints about it are about bogus things easily solved with flexbox. CJK type designers (and most serious implementors) are not thrilled about any prospect of Han deunification from what I can tell. Most people who complain have the simplest of problems to solve (“grr now I need to configure fonts per language” kind of problems).
