Actually hot take: Modern C++ is less safe than classic C++, which is less safe than C.
They don’t enforce the guidelines; they try to in some cases. There are systematic reasons why C++ can never be memory safe.

i don't think anyone would claim c++ is memory safe. and i doubt many people think it can ever become memory safe. but the bigger picture is that memory safety is one important factor among others. and that non-memory safety can be a matter of degree.

Definitely, the cpp core guidelines doesn't guarantee memory safety. But in my experience, codebases applying it, have less of these bugs than legacy C++ codebases
