This seems hard but not impossible (ie revert side-channel-readable state on speculation miss). But even if OOOE+caching+abstraction isn't possible, they've sold us a lot of CPUs on the assumption that it was.

Fuckups can have been unforeseen.
The Mill CPU seems to avoid large parts of Spectre while still having theoretically good performance for modern software; but they've not apparently got anywhere near release and seem to have lost their apparent momentum filing patents. If only they'd been faster to market.
