I can’t really speak for “the team”. I personally consider the inability to safely create certain kinds of graph data structures without using interior mutability the least-bad of all the options.
There's a surprising number of things you can do with safe code, but the key thing is that unsafe code is abstractable. This means that only one person has to write the unsafe code for a linked list, not every person who ever writes a linked list.
