Unpaired surrogates need to work inside the JS engine, but it seems to me the concern has been exaggerated on the DOM side. Making CSSOM not round-trip unpaired surrogates did not break the Web.

Also not entirely clear JS should optimize for unpaired surrogates rather than make them a performance penalty given we have views and byte buffers. UTF-8 strings in addition to slow path 16-bit strings seems preferable to WTF-8 coupled with more conversion at boundaries.
