More rerendering from scratch and less compositing of prerendered layers?

"from scratch" is still a bit loaded. I'm not involved at all but I see WebRender as rerendering where it saves memory (system or graphics) and doesn't cost in power usage. Why prerender curved borders, gradients or jpeg pixels when the graphics card can derive it cost-free?
