Lacking context, that seems wrong to me. Rust, for example, seems to get reused a lot due to the crates ecosystem. Reuse or not seems (at first glance) to be a function of centralized packaging tools. E.g., CPAN, CTAN, rubygems, http://crates.io , hackage, and pypi.

This is still true with arrays in Rust. "const generics" are in-progress to allow writing things generic over array lengths.

Yeah, but I don’t think Pascal had slices, so it was far worse than Rust.
