I think you're misunderstanding my analogy; I don't mean that they are similar, but that a decision at the highest levels in the early 2000's to make security a priority at Microsoft achieved the 'impossible', and that a similar decision by Google could get results today

ChromeOS exists because Google wanted to make its own OS, and the people working on it hated Android (for being a bunch of usurping outsiders).

That is true too (when we announced b2g aka FirefoxOS, ChromeOS friendlies privately mailed good wishes and lamented “we’re not allowed to do phones”; this was late July 2011).
