Modernizing local social governance w/ programs like grid management has been a Xi Jinping priority. A lot is about adding controls/surveillance at local level. Now it's being enacted to coordinate triage/quarantine. Shows how Xi's push to control governance has goods and bads.

What's interesting is many at this level are volunteers/part time workers, especially for grid management. So a lack of responsiveness, a lack of professionalism, or simply a lack of crisis experience wouldn't be shocking.
