Somehow strikes me as ahistorical: Populism (incl. causes and mechanisms) somehow predate Twitter (or Usenet) by quite a bit.

All the more so for Fascism and its ilk: I don't think anything that's happening in this area today would surprise a person from the 30s...

It’s definitely a structural issue. But he does have a point about capitalizing on high-profile abusive behaviour , which made things worse.
