I think the magnitude of unfairness is proportional to the damage it does. (This, I suppose, is just semantics.)

I find that "fair" is taken to mean so many things that it isn't useful.

I don't think I ever have. When my 2 year old doesn't want to share, I tell her that it's nice to do so, but "fair" hasn't come up yet.

It works very well to point out that something shouldn't be done because it wouldn't be fair. One of the first ideas they're rational about.

2 or 3 I would guess, but hard to say for sure.
