When people respond harshly to minor rule-breaking, they probably have ulterior motives.

"Projection" is a great term. Subconscious attempt to deny internal states by attributing the unresolved negativity onto others.
I was thinking of less subtle responses, like deporting people for minor infractions, but no doubt it extends further.

I think a lot of the uncharitable—reprehensible—acts of those in authority are weird internal dynamics manifesting as control/bullying/rage.
