Those are waterless urinals. They don't work well and stink. That one got abandoned in place for some reason.
They work fine if you have 1 low-flow at the top of the line, then it flows downstream, across the waterless.
Almost never seen that installation in use though. Every low flow I installed was later replaced with flushers.
My old firm used to spec it that way to solve the exact problem you mentioned.
That's a very workable solution to get around their flaws. I think it's code to plumb water for them for later replacement too.

The count is usually based on the use type and a % of tot ocupancy count. Not on each other. But women sometimes have higher %.
