Aye. We're probably more advanced than most other hubs, but even here in India- Anything above $1 Million = Series A
In second-tier startup hubs, they use the name "series A" for what in SV would be called a "seed round."

Indeed. But if you discount the amounts w/ local purchasing power, round sizes are much more similar.
