I'd say that this is a good thing. A startup w/ 50% chance of success is great; research w/ 50% chance of correctness, not so much.

I think they're measuring importance rather than correctness.

Sure, but completely novel idea -> less context for readers -> less confidence in correctness -> less likely to rely on it.
